Motivation:

You want to create an Apple ID but you got “Your request could not be completed at this time” error message.

Solution:

1. Open https://www.icloud.com
2. Click Sign In button.
3. Scroll down and click on Create Apple ID link.
4. Follow the instructions to create Apple ID.
